We
are once again asking you to support a bill currently before the Ontario
Legislature (Bill 33: Time to Care) calling for a minimum of four hours per day
of direct nursing care and personal support for each resident of an Ontario
long term care home.
Background
You
may have received a letter from us earlier asking you to support Private
Member's Bill 188, tabled by France Gelinas, MPP (Nickel Belt). Bill 188: Time
to Care Act called for a change in the law such that residents of long term
care homes must receive a minimum of four hours per day of direct nursing care
and personal support services. Existing care levels are well below this
recommended 4 hours a day.
In
support of the bill, the Champlain Region Family Council Network (CRFCN) and
the Family Council Network of Region 4 reached out to Family Councils and
Family Council Networks across the Province in the hopes of gathering
signatures on a petition in support of Bill 188. Although Bill 188 died when the Ontario
Legislature was prorogued on September 8th, 2016, Ms. Gelinas has
re-introduced her bill in the legislature and it now is known as Bill 33: Time
to Care Act.
We
would like to thank the many homes that collected signatures in support of Bill
188. We received nearly 6000 signatures in a very short period; we have been
assured by the office of Ms. Gelinas that, even though Bill 188 has been
replaced by Bill 33, our signed petitions referencing Bill 188 can be read in
the Legislature.
Our
petition created a lot of interest and questions about a minimum care standard.
We want to build on that momentum by continuing to collect signatures from
anyone in Ontario who is interested in ensuring that our frail elderly in long
term care can live in dignity receiving quality care. We need to send a clear
message to the Ontario Government that chronic understaffing in long term care
is a major concern not only to families and friends of LTC residents but an
issue for all Ontarians.
If
your home has not already collected signatures in support of the Time to Care
Act, or if you feel you can collect more signatures, could you please
distribute and display the attached petition prominently in your home and at
any upcoming function, activity, meeting or celebration where family and
friends of
residents
gather. While we are no longer working against a deadline, and will continue to
work on this critical issue for as long as it takes to make a minimum care
standard part of the Ontario Long Term Care Act, we encourage you to submit
your petitions not
later than January 15, 2017.
Process
•
All
signatures on the petition must be original to be accepted. You may make as
many copies of the blank petition as you wish.
•
It
is not necessary to complete one petition before starting another.
•
Please
note that signatures on the back of the petition cannot be accepted.
•
LTC
staff and residents are eligible to sign the petition.
•
Once
completed, the signed petitions must be mailed to either the Chair of the CRFCN
Advocacy Committee or to Region 4's
Advocacy Committee at the addresses displayed at the bottom of the petition.
